Executive pressure to deliver AI value is rising fast. AI roadmaps are now board-level priorities, and generative AI pilots are expanding across the enterprise. But many organizations are discovering a problem they didn’t anticipate: the information foundation needed to support AI at scale isn’t ready. 

According to The AI readiness gap: What’s holding organizations back in 2026, organizations are exploring GenAI faster than they are modernizing the content, metadata, and governance needed to scale it safely. For Chief AI Officers and Chief Data Officers, the implication is clear: AI readiness is fundamentally an AI governance and information challenge. 

AI ambition meets reality 

Half of the organizations are already using GenAI. But scale tells a different story.

“Just 20% fully trust AI-generated outputs based on their own data.” 

AI pilots may succeed in controlled environments. Enterprise scale exposes something else: fragmented repositories, inconsistent metadata, outdated content, and uneven governance. Even the most advanced models cannot compensate for poorly managed information. 

  • AI cannot retrieve what it cannot find  
  • It cannot ground outputs in content that is incomplete or duplicated  
  • And it cannot earn executive trust without strong AI governance. 

This is the AI readiness gap. 

Information friction is blocking AI readiness 

Before AI can transform workflows, it must overcome the daily information chaos already slowing employees down. 

The research highlights the scale of the issue: 

“96% say poorly managed information has caused delays or missed deadlines.” 

Introducing AI into this environment does not automatically remove friction. In many cases, it amplifies it. When metadata is inconsistent and content is scattered across systems, AI models operate on partial views of the business. Outputs become less reliable. Risk increases. Trust declines. 

For AI strategy leaders, this reframes the conversation. AI readiness requires reducing information friction, not simply adding new AI capabilities. 

Why AI pilots stall before reaching AI readiness 

Proof-of-concept projects often perform well because they rely on curated, high-quality datasets and limited scope. Enterprise reality is different. 

At scale, organizations encounter: 

  • Legacy systems with inconsistent permissions 
  • Weak or uneven lifecycle governance 
  • Duplicate and outdated content 
  • Siloed repositories that limit business context 

AI ambition is high. But without stronger information foundations and AI governance, progress remains stuck in experimental mode. Scaling AI requires structured, contextualized, well-governed content aligned to real business processes, not ad hoc experimentation. 

The AI governance gap is defining AI success 

Security, privacy, and trust concerns are now central to AI strategy. 

According to the findings: 

“96% cite at least one security or privacy concern related to GenAI.”

Leaders don’t distrust AI itself. They distrust ungoverned data feeding AI. Without clear content lineage, enforceable policies, and auditability, AI governance remains incomplete. And incomplete governance limits executive confidence. As AI expands into compliance-heavy, process-deep use cases, AI governance becomes the foundation of AI readiness. 

What separates AI leaders from laggards 

The research also highlights what successful organizations are doing differently. 

AI leaders: 84% use automated tools for metadata tagging and labeling

They also: 

  • Maintain consistent classification across repositories 
  • Remove outdated or risky content through lifecycle governance 
  • Ground AI in secure, governed repositories 

In short, they treat AI governance and information governance as a unified discipline. 

They recognize that AI readiness is not just about models. It is about: 

  • Clean, reliable content 
  • Strong governance and lifecycle controls 
  • Consistent metadata and classification 
  • Architectures that make content accessible to AI without compromising security 

AI readiness starts with strengthening the information foundation. 

The executive takeaway 

Organizations increasingly expect AI to manage complex processes, strengthen compliance, automate manual work, and enhance productivity. But these are precisely the areas that break first when content is fragmented or poorly governed. AI success is not a model challenge.  It is an information and AI governance challenge. 

Closing the AI readiness gap requires: 

  • Reducing silos 
  • Strengthening metadata and classification 
  • Embedding lifecycle governance 
  • Aligning security and access controls 
  • Establishing a governance-driven AI roadmap 

AI ambition without governance increases risk.  AI governance without modernized information limits impact. True AI readiness requires both.
